Monthly Report Deputy Human Rights Commissioner in the Chuvash Republic (prepared based on the summaries received for February 2026)
During the reporting period, the Office of the Commissioner recorded information about facts indicating possible violations of constitutional and international human rights standards in the territory of the Chuvash Republic. The analysis was conducted with reference to the Constitution of the Russian Federation, as well as the international obligations of the Russian Federation (Universal Declaration of Human Rights of 1948, International Covenant on Civil and Political Rights of 1966, Convention on the Rights of the Child of 1989, and others).
Violation of the right to property, the right to housing, and the right to effective judicial protection in connection with the consequences of a UAV (drone) attack

On November 26, 2025, as a result of a drone striking the roof of a residential building at 37 Mira Avenue, Cheboksary, balcony structures and windows of several apartments were damaged. The management company “Olimp” installed frames with factory defects (cracks). Despite a personal instruction from the Head of the city, S. Trofimov, dated January 8, 2026, the management company failed to remedy the defects for more than three weeks. Similar problems exist in several apartments. Owners of damaged property (including vehicles) have not received compensation and are forced to go to court.

The inaction of local self-government bodies and the management organization violates the state’s positive obligations to protect the right to property and housing.
Violation of the right to life and health protection due to the non-functioning public alert system during a UAV attack

On the morning of February 18, drones attacked the Novoyuzhny district of Cheboksary and the territory of the Cheboksary district (near the village of Yaushi). Vehicles were damaged, and one person was injured. Based on video recordings, the Commissioner once again did not observe the operation of the air alert system.
Legal assessment: Articles 20, 41 of the Constitution of the Russian Federation; Article 6 of the International Covenant on Civil and Political Rights; Federal Law “On Civil Defense.”
The absence of an alert creates a real threat to the life and health of the population and constitutes a gross violation of the state’s positive obligations.
Possible violation of the principle of equality and the right to freely chosen work in connection with the introduction of mandatory quotas for “SMO participants”

The Ministry of Labor of Chuvashia published a draft law on the mandatory allocation of 3% of jobs for combat veterans at all enterprises with more than 35 employees (regardless of ownership form). The jobs are to be created at the expense of employers.
Legal assessment: Articles 19, 37 of the Constitution of the Russian Federation; Article 23 of the International Covenant on Economic, Social and Cultural Rights.
Shifting the state’s social obligations onto businesses without a system of rehabilitation and retraining may lead to discrimination against other categories of workers and a violation of entrepreneurs’ economic rights.
Violation of the rights of minors, the right to education, and the prohibition of involving children in armed conflict in connection with the placement of military service recruitment advertising in colleges

Advertising for contract military service has been placed in the building of the Cheboksary Electromechanical College. The recruitment is directed at students, including minors.

Legal assessment: Article 43 of the Constitution of the Russian Federation (right to education); Federal Law “On Basic Guarantees of the Rights of the Child in the Russian Federation” (Article 14 — protection from information harmful to health and development); Convention on the Rights of the Child (Articles 3, 6, 28, 38); Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflicts (ratified by the Russian Federation).
The use of an educational institution as a recruitment platform creates unacceptable pressure on minors and violates the principle of the best interests of the child and the neutrality of education.
Violation of freedom of speech, the right to a fair trial, and the prohibition of torture in connection with the issuance of an additional sentence for a conversation in a pre-trial detention center

22-year-old Artyom Begoyan (already sentenced to approximately 20 years in cases related to sabotage) was given a new sentence by a military court under Article 205.2 of the Criminal Code of the Russian Federation (public justification of terrorism) for a conversation with a cellmate in the Chita pre-trial detention center in September 2024. According to relatives, the confession was obtained under pressure. The total sentence was increased by only two months. This is part of a systematic practice of initiating new cases against prisoners for conversations in cells.


Legal assessment: Articles 21, 29, 46–50 of the Constitution of the Russian Federation; Articles 19, 14 of the International Covenant on Civil and Political Rights; Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.
The initiation of a criminal case for a private conversation and possible pressure to confess violate freedom of expression and guarantees of a fair trial, even in places of detention.
Conclusions and Recommendations of the Commissioner
1. The inaction regarding the restoration of damaged property after UAV attacks and the non functioning alert system require immediate prosecutorial inspection and elimination of technical malfunctions.
2. The draft law on quotas for SVO participants should be repealed.
3. The placement of military recruitment advertising in colleges among minors is unacceptable and must be immediately stopped.
4. The practice of initiating new criminal cases against prisoners for conversations in cells requires an independent inspection for compliance with Articles 21 and 29 of the Constitution of the Russian Federation.
