November in the Udmurt Republic was marked by a further escalation of human rights violations. A conviction for treason for photographing a building, anti-democratic mimicry of elections, the imposition of a spy messenger, and complete impunity for the killer.
Russian Armed Forces Lieutenant Alexander Yemelyanov from Udmurtia, who shot and killed conscript Artem Antonov, escaped punishment
On October 21 of last year, while at a training ground, Lieutenant Alexander Yemelyanov, according to case materials, “during training, [the lieutenant] violated firearms regulations—an AK-12 assault rifle, which poses an increased danger to others. He removed the safety catch, pointed the barrel toward the personnel being instructed, and, pulling the trigger, fired. One of the bullets struck A.G. Antonov in the head, resulting in his death at the scene.”
According to the victim’s relatives, shortly before this, he had been beaten and abused, forced to sign a contract and go to war.
It was later discovered that several soldiers from the military unit where the murder occurred had signed contracts to participate in military aggression. Some of them have already died. The killer, Alexander Yemelyanov, was charged under Article 349, Part 2 of the Criminal Code, “violation of weapons handling regulations, resulting in the death of a person through negligence.” The military court later dismissed the criminal proceedings due to the defendant’s signing of the contract.

In Udmurtia, a man is being tried again for treason for photographs
The news was reported on the Prosecutor’s Office’s Telegram channel on November 13. According to investigators, the 24-year-old man received 5,000 rubles from Ukrainian intelligence agencies for photographs of a building and cars more than a year ago, in September 2024. The prosecutor’s office charged him with treason (Article 275 of the Russian Criminal Code) and participation in the activities of a terrorist organization (Part 2 of Article 205.5 of the Russian Criminal Code).

On November 14, the Communist Party of the Russian Federation stated on social media that the new procedure for electing heads of municipal districts, including the head of Izhevsk, where parties can only propose a candidate for consideration by the head of Udmurtia, discussion, and decision-making behind closed doors, is a sham and a profanation of democratic elections. It leaves citizens no real choice. To avoid legitimizing the situation, the Communist Party of the Russian Federation refused to nominate its candidates and demanded the return of direct elections for municipal heads.

The Ministry of Digital Development of the Udmurt Republic is pushing the spyware messaging app Max on administrations
On November 12, the temporary acting Minister of Digital Development of Udmurtia sent a letter to the heads of municipalities and cities, “requesting” that their employees connect to the Max messenger, specifically the Udmurtia MFC chatbot running on Max. The acting minister’s stated purpose for his request is telling. Specifically, the goal is “to fulfill the instructions” of the Deputy Minister of Economic Development, as well as to “achieve digital maturity indicators.”
