Report about the Human Rights violations in Republic of Udmurtia

December 2025

Repressed Dmitry Talantov was stripped of his lawyer status in the Russian Federation a month after receiving an international human rights award

On December 18, the head of the Russian Ministry of Justice’s Department for the Udmurt Republic attended a meeting of the Council of the Bar Association of the Udmurt Republic to make a motion to strip Dmitry Talantov of his lawyer status.

As a reminder, on November 28, 2024, the Zavyalovsky District Court of Udmurtia sentenced lawyer Dmitry Talantov to seven years in prison, charging him with publicly disseminating knowingly false information about the actions of the Russian Armed Forces (clause “d” of Part 2 of Article 207.3 of the Criminal Code) and inciting hatred or enmity (clause “b” of Part 2 of Article 282 of the Criminal Code).

The charges stemmed from several Facebook posts about the actions of the Russian army in Kharkiv, Mariupol, and the Kyiv region in the spring of 2022. In one such post, the lawyer posted a photo of a pensioner standing in Red Square with a sign: “Peace for Ukraine. Sanity, horror, shame, and repentance for Russia. Hell for Putin.” Talantov added the caption to the photo: “How else could it be after the photos and videos from Kharkiv, Mariupol, Irpen, and Bucha??? This isn’t fascism anymore—it’s extreme Nazi practices! If after this, the majority of my compatriots support the murderer Putin and his gang, I personally refuse to recognize them as human beings. People have compassion. But these guys are just stupid and evil scum.”

Also, a month ago, on November 13, Dmitry Talantov was awarded the highest European human rights prize, the Ludovic Trarieu Prize, in absentia. This award is presented to lawyers who have dedicated their work to protecting human rights and promoting the rule of law.

In this situation, the Russian Federation violated both Article 19 of the International Covenant on Civil and Political Rights and, probably, the right to a fair trial.

On December 23, the Industrial District Court of Izhevsk in Udmurtia completed its hearing in the Baymak case against five people

Judge Alexei Shnit sentenced the defendants Abushakhmin, Ayupov, Gizatullin, and Isyangildin to four years and two months in prison each; Akhmetov received four and a half years in prison.

They were charged with “participating in mass riots” (Part 2, Article 212 of the Russian Criminal Code) and “using violence not dangerous to life or health against a government official” (Part 1, Article 318 of the Russian Criminal Code).

According to Idel.Realii, four of the defendants were accused of throwing snow at security forces, while the fifth was accused of striking a police officer’s shield (according to some sources, this is Airat Akhmetov). In a comment to the BBC Russian Service, Munir Isyangildin’s lawyer, Maxim Kuznetsov, stated that, in his opinion, the snowball thrown by Isyangildin “could not have reached” the recognized security officer.

An Izhevsk water utility employee was convicted of disclosing state secrets

On December 10, the Supreme Court of the Udmurt Republic sentenced an Izhevsk resident to a suspended sentence for disclosing information constituting a state secret (Part 1 of Article 283 of the Russian Criminal Code). According to a report by the Telegram channel “Udmurtia Against Corruption,” citing the joint press service of the Udmurt Republic’s courts, an employee of the Izhvodokanal municipal unitary enterprise disclosed information constituting a state secret, acquired through work, to an acquaintance who did not have access to it.

The trial was held behind closed doors, and the employee’s name and that of his lawyer were concealed from public view.

The existence of state secrets, concealed by Izhvodokanal (Izhevsk water utility) under threat of legal action for disclosure, is concerning.

The 31st anniversary of the Constitution of the Udmurt Republic was celebrated in December

The Constitution of the Udmurt Republic was adopted in 1994 based on the Declaration of Sovereignty of the Udmurt Republic.

The adoption process was democratic. Numerous discussions took place, and the opinions of various parties were taken into account. Ultimately, the will of the people decided that Udmurtia would be a parliamentary republic. That the land and mineral resources belong to the Udmurt people. That even within the federal government, Udmurtia independently establishes its system of government bodies.

However, since the 2000s, the federal vertical has gradually usurped power, and now, unfortunately, virtually nothing remains of the original Constitution of Udmurtia.

Further evidence of violation of Article 1 of the International Covenant on Civil and Political Rights by the Russian Federation.
