Unjustified Arrest of Dmitry Todoshev
On November 4, in the Altai Republic, traffic police officers detained Dmitry Todoshev, a well-known activist in the Altai protests and lawyer, using unjustified force. A video of the arrest was shared by his companion.

Activist Yevgeny Sokolov, who reported the arrest, as well as many local residents following his social media posts, have expressed suspicions that Todoshev was a political target. The sober driver, who had not violated traffic rules, was immediately sentenced to 12 days in jail for refusing to step into a traffic police vehicle for inspection.



Dmitry Todoshev in the summer of 2025, prepared an administrative lawsuit in the Supreme Court of the Altai Republic challenging the abolition of village councils and the two-tier system of government. Therefore, the unjustified harsh actions of the traffic police officers truly resemble the execution of a political order and clearly violate human rights.
Article 9 of the International Covenant on Civil and Political Rights (ratified by the Russian Federation) states that everyone has the right to liberty and security of person. No one shall be subjected to arbitrary arrest or detention. Arrest for people coming to the courthouse to support Dmitry Todoshev
On November 14, Dmitry Todoshev was given an additional 8 days of arrest for an alleged “illegal rally” because people came to the courthouse to support him.
In the summer, Dmitry filed a lawsuit to overturn the reform that was destroying local government. The Supreme Court of the Altai Republic refused to accept his claim. Meanwhile, protesters against the colonial reforms gathered outside the courthouse to support the lawyer.


Outraged by the refusal, they chanted: “Shame on the judge!” and “Altai is us.”
According to local residents who met Dmitry Todoshev in the hospital after his arrest, the activist had bandages on his chest and arm.

Meanwhile, at an extraordinary session of the State Assembly on November 13, the regional governor appointed by Putin, Turchak, proposed banning deputies from meeting with voters without prior approval.

One might say that the authorities are thus intending to restrict people’s right to assembly, as provided for in Article 21 of the International Covenant on Civil and Political Rights. However, what is happening goes much further. There is no article regarding the violation of the right to meet with elected politicians, as the authors of the Covenant did not anticipate that government violations of political and civil rights to communication could go so far.
