Human Rights Violations Report in the Republic of Khakassia

In the Republic of Khakassia in June 2026, systemic human rights violations were recorded. Residents of Khakassia are being repressed for financing the organization “Anti-Corruption Foundation.” Also, three people from the Republic were placed on the list of terrorists and extremists of Rosfinmonitoring.
What is happening violates the norms of both the Constitution of Khakassia and the Constitution of the Russian Federation, as well as several provisions of the International Covenant on Civil and Political Rights.
25.06.2026, a donation of 200 rubles (2 euros) for the fight against corruption was equated to financing terrorism; the accused Mamedov R.R. was fined 310,000 rubles (equivalent to 3,500 euros)
The appellate instance of the Supreme Court of the Republic of Khakassia considered the criminal case against Mamedov R.R., convicted by the verdict of the Abakan City Court of the Republic of Khakassia dated May 13, 2026, for “financing extremist activity,” that is, providing funds knowingly intended for financing and ensuring the activities of an “extremist” organization (Part 1 of Article 282.3 of the Criminal Code of the Russian Federation).
The court established that Mamedov R.R. was aware that the non-profit organization “Anti-Corruption Foundation” had been recognized as an “extremist” organization and liquidated. At the same time, he financed its extremist activity (provided funds knowingly intended for financing and ensuring the activities of the extremist organization NPO “FBK” in the amount of 200 rubles).
By the court’s verdict (taking into account the changes made by the appellate ruling of the Supreme Court of the Republic of Khakassia), Mamedov R.R. was found guilty of committing a crime under Part 1 of Article 282.3 of the Criminal Code of the Russian Federation, and he was sentenced to a fine of 310,000 rubles, with installment payment. Funds in the amount of 200 rubles (intended for financing and ensuring the activities of the extremist organization NPO “FBK”) and the mobile phone with which Mamedov R.R. transferred the money were confiscated in favor of the state.
The verdict entered into legal force.

June 24, 2026, information on another “extremist donation” is concealed
Another resident of Khakassia was accused of financing extremist activity. It is possible that in this case it also concerns the fight against corruption. Information about the convicted person is concealed.

On 24.06.2026, in the Abakan City Court, Judge Shalgynova A.V. issued a verdict against the defendant under Part 1 of Article 282.3 of the Criminal Code of the Russian Federation. The case was submitted to the judicial records department on July 8, 2026.
June expansion of the list of terrorists and extremists of Rosfinmonitoring
In June, three residents of Khakassia were added to the list of terrorists and extremists of Rosfinmonitoring. In recent years, this list has grown disproportionately. However, the people who have been included in it in recent years, starting from 2022, as a rule, have not engaged in terrorist activity as it is understood under international law. People who engage in public activities, preserve the culture of their people, fight environmental violations, and corruption began to be included in this list. Sometimes the reason for inclusion in the mentioned list is simply a comment on the Internet criticizing military aggression or other actions of the authorities that violate the principles of law.
