Today we will tell you about the terrible cases of Ukrainian officials extraditing volunteers who came to defend Ukraine.
In the spring, a Circassian approached me. Zaur Shogentsukov. He crossed our border from Belarus and surrendered, intending to become a volunteer. For some reason, the polygraph did not react to him. Not at all. Although the Circassians vouched for him.
He was the grandson of a famous Circassian poet and cultural activist. He was significantly rinsed before he finally turned to me. He was placed in the Chernihiv Foreigners’ Reception Center (PTPI), was denied asylum, and was sentenced to forced extradition for illegal border crossing. According to peacetime laws.
Just think about it: prisoners can choose whether to go to the RF, and civilians (according to peacetime laws, which for some reason are still in effect now) – no.
Zaur wanted to contribute to the victory over the empire. And I decided to introduce him to my contacts in the Main Intelligence Directorate (GUR). Because the Circassians vouched for him.
They talked to him, and they decided to take him to the GUR. According to my contact in the GUR, work was underway on this. I cannot verify the veracity of these words. But I prefer to believe them, because what else do I have left. And even, as the contact in GUR told me, they fought for Zaur. But officials from the Chernihiv PTPI and the Chernihiv State Migration Service did not give Zaur to the GUR, but gave him to the aggressor country.
2 months after the extradition, Zaur’s body was brought home to Nalchik.
Almost the same situation, also in the Chernihiv PTPI, happened to Alexei Gerasimov, of Chuvash nationality. With a trial, an appeal and a cassation, and, after extradition, a sentence by the aggressor country to 25 years for “high treason”.
I honestly confess to you, friends. At first, I thought, when they extradited the Chuvash, and Zaur was still simply at risk and with incomprehensible complications, that they really did not fit in somehow, or that an FSB trace had been found. But then, somehow almost simultaneously, news came about Zaur, and suddenly, about the kidnapping of a Chechen volunteer defender.
An active, registered fighter was kidnapped from the Sheikh Mansur Battalion when he was at a gas station. People in police uniforms did this, and they took him, where would you think? That’s right, to the Chernihiv PTPI. Moreover, when they took him, his young child was with him, and they simply abandoned the child alone, there at the gas station.

But.
I became very curious about why all these terrible stories happened in the Chernihiv temporary residence point for foreigners, with the active assistance of the Chernihiv State Migration Service. I don’t want to accuse anyone baselessly, however, what is at stake is the extradition of brave and worthy people who support Ukraine, or even fight against the aggressor, risking their lives. And these actions of the mentioned officials, by extraditing a person who wanted to become a volunteer defender, to our enemy, let me remind you, have already led to the death of Zaur Shogentsukov.
Needless to say, it was not these officials who killed him, but the enemy. Because they literally put handcuffs on him and handed him over to the killers, absolutely defenseless. For those who want to argue, I can only suggest that they be taken in handcuffs without weapons specifically to the positions of the Russian Federation, or transferred to their prison. If they consider such actions to be lawful, normal and safe.
And it seemed to me personally that there is an organized criminal group that sells volunteers to the Russian Federation.
I became interested in the identities of the officials who made the above-mentioned extraditions. The documents showed Yulia Kran, the head of the Chernihiv State Migration Service. Which refused Zaur Shogentsukov asylum. In a letter on behalf of the Department of the State Migration Service in Chernihiv region No. III-124/6/7401-24/7401.6/4-25 dated 08.01.2025, writing to Zaur that in the Conclusion of the Executive Committee No. 94-2002, UNHCR emphasizes ensuring the preservation of the civilian and humanitarian character of asylum. But he, Shogentsukov, tried to join the ranks of the “Freedom of Russia” legion in order to participate in military operations as a combatant. And this contradicts the humanitarian nature of the asylum. For some reason, this lady suddenly forgot what officials in Ukraine are guided by according to the Constitution when performing their duties. I will remind her: they are guided exclusively by the Constitution and laws of Ukraine. And not by the conclusions of the committees. Especially since Zaur never became a combatant. Also Solyan Yevheniy, the director of the Chernihiv PTPI, who in an incomprehensible way, apparently through hard work in his free time from the PTPI leadership, earned money for 2 apartments and a house, 8 land plots of 5.5 hectares, 2 cars and even some savings. But in recent years he has sold almost everything here in Ukraine. Apparently he does not believe in the state.

Among the judges, Vasylenko stood out among others, the one with real estate in Crimea, in Moscow, and a wife who is a citizen of the Russian Federation (I am shocked that we still have judges).

Well, all these devils are one side of this case. The other side is like this.
Recently, I have begun to think about the need to initiate amendments to Ukrainian legislation regarding the prohibition of forced extradition to the aggressor country. However, recent events, such as the extradition of a Ukrainian-Crimean (the developer of the ChatGPT) to the RF by Kazakhstan, who was forcibly given RF citizenship as a child in Crimea. The risk of extradition of Leonid Zakamaldin by Venezuela. As well as the extradition of a human rights activist of one of the peoples by Switzerland and the multiple extraditions of Chechens by Europe, have forced me to reconsider the point of making efforts.
Therefore, I have reread the Geneva Conventions and, on behalf of the Free Ombudsman Association, I want to initiate amendments specifically to the Geneva Conventions.
This may be a ban on extradition to the aggressor country (without official consent verified with ICRC), or granting non-combatant citizens of the aggressor country some special status (even prisoners of war have the right to choose whether to go to the RF or not) both in the country who protects from aggression, and in the allied countries. Definitely it must be the ban on extradition of people from occupied territories, who were forcibly passportized. And in general, a ban on recognizing forced passporting in occupied territories (how did it even happen, what do civilized countries recognize???).
The most deprived are peaceful citizens who oppose the war and the empire. As well as volunteers who went to defend us, therefore they are not given refugee status, but were not officially registered in the army, and they were also not registered in the aggressor’s army, therefore they do not acquire the status of prisoners of war either.
As a result, they are treated as if they were stateless, for whom there are only peacetime laws on deportation for illegal border crossing. And we need to stop this.
In general, the problem is international and systemic. And it must be resolved at the appropriate level.
