Report on Human Rights Violations in Khakassia
September 2026
2 September
Defendant: 30-year-old resident of the city of Chernogorsk, Tatyana M.
Article: Part 1 of Article 20.3.3 of the Code of Administrative Offences of the Russian Federation – public actions aimed at discrediting the use of the Armed Forces of the Russian Federation.
Stage: ruling of the Chernogorsk City Court, fine of 30,000 roubles.
The reason was the woman’s anti-war statements from the window of her apartment and in the courtyard of the building. In particular, the court materials describe statements about the deaths of children in Ukraine and about the “occupation of Ukraine.” One of the neighbours recorded what was happening; a disc with 21 audio recordings was handed over to the law-enforcement agencies, and three more neighbours gave testimony. In court the woman admitted guilt. The court took the admission and repentance into account as mitigating circumstances; at the same time it was noted that three rulings under Chapter 20 of the Code of Administrative Offences had previously been issued against her.

Defendant: Denis Vadimovich Savostyanov (CASE No. 2-12/2025).
Article: Part 4 of Article 354.1 of the Criminal Code of the Russian Federation – rehabilitation of Nazism.
Stage: a convicting judgment was handed down.
On 5 September the Supreme Court of the Republic of Khakassia sentenced a resident of Abakan, Denis Vadimovich Savostyanov, to two years of suspended imprisonment for “rehabilitation of Nazism” by means of publishing anti-war statements on a social network.
On his page, according to the case materials, “a publication was discovered beginning with the words: ‘The desire to take up a machine gun…’ and ending with the words: ‘…in this situation it has nothing in common with it at all,’ with a graphic image of children throwing a rubbish container with the English inscription ‘War’ into an abyss.” The logic of the prosecutors turned out to be complicated. First they came to the conclusion that this publication, made around 9 May, relates to “information expressing clear disrespect for society about days of military glory connected with the defence of the Fatherland….” The final conclusion of the prosecutors was that this “disrespectful” publication in relation to war became the “rehabilitation of Nazism.”
