Human Rights Violations Report in the Republic of Khakassia

In July, systemic human rights violations against residents of the Republic of Khakassia by the law-enforcement and judicial systems are noted.

The rights to freedom of thought and speech, freedom of conscience and religion, affirmed by the Constitution, are once again being violated and trampled upon. Traditionally, closed hearings are held with the majority of repressed residents of the Republic, and even the names of most of those convicted are not disclosed to the public.

On 09 July 2026, in the Abakan City Court, Judge Kondakova E.A. issued a verdict against the defendant under Part 1 of Article 280 of the Criminal Code of the Russian Federation “Public calls for actions aimed at violating the territorial integrity of the Russian Federation.”

The Abakan City Court of the Republic of Khakassia delivered a guilty verdict against a citizen of Ukraine who publicly called for the commission of extremist activity.

Citizen of Ukraine K. had already been convicted by the verdict of the Supreme Court of the so-called LPR dated 14 August 2023 to 15 years’ imprisonment with serving of the sentence in a strict-regime correctional colony. He was sent to serve his sentence in one of the correctional institutions of the Republic of Khakassia. It was established that on 6 April 2026, citizen of Ukraine K., while in the rest room of the correctional institution, expressed to those present: “Here on the territory of Russia we need to kill Russians so that they cannot reach the front.”

Citizen of Ukraine K. committed similar criminal acts in the same correctional institution on 17 April 2026, expressing in the presence of other convicts the following personal statements: “This is all … (followed by a slang word meaning invention, absurdity, nonsense, fabrication, erroneous judgment) and propaganda. Russians, for attacking Ukraine, need to be killed, and the government hanged.”

The criminal case against the citizen of Ukraine was initiated by the Investigative Department of the FSB Directorate.

At the court hearing the defendant fully admitted guilt on the charge brought against him and repented of what he had done.

Having examined the case materials and the evidence presented by the parties in their entirety, the court found proven the commission by K. of the said crime, qualified his actions under Part 1 of Article 280 of the Criminal Code of the Russian Federation, and for the said crime imposed a sentence of imprisonment for a term of 2 years.

By the aggregation of sentences, the court partially added to the imposed sentence the unserved part of the sentence imposed by the verdict of the Supreme Court of the “Luhansk People’s Republic” dated 14 August 2023, which at the time of the verdict amounted to 12 years 1 month 4 days, and finally imposed a sentence of imprisonment for a term of 13 years with serving in a strict-regime correctional colony.

The verdict has not entered into legal force and may be appealed in the appellate procedure.

  1. Defendant: 26-year-old resident of the village of Askiz, full name not disclosed.

Article: Part 2 of Article 280 of the Criminal Code of the Russian Federation – public calls for the commission of extremist activity using the Internet.
Stage: The Askiz District Court delivered a guilty verdict; the resident was sentenced to corrective labour for a term of 1 year.

The FSB Directorate for Khakassia accused an employee of one of the region’s educational institutions of committing “public calls for the commission of extremist activity using the Internet.” According to the court’s guilty verdict, the resident of Khakassia, “holding anti-Russian views, in the period from 2023 to 2026 on Ukrainian channels in the Telegram messenger, as well as on the YouTube video-hosting service, posted publicly accessible comments containing calls to commit crimes against Russian military personnel”.

The defendant fully admitted guilt in the crime charged and assisted the investigation. The court’s sentence of 1 year has entered into legal force.

Article: Part 1 of Article 282.3 of the Criminal Code of the Russian Federation – financing of extremist activity.
In the period from August 2021 to February 2022 the defendant made seven money transfers to the accounts of an extremist organisation banned in Russia. It is noted that he fully admitted his guilt and assisted the investigation. The investigation of the criminal case is ongoing. For financing the activities of extremist organisations, Russian legislation provides for punishment of up to 10 years’ imprisonment.

Defendants: 6 residents of the settlement of Maina, aged from 40 to 67 years.

A criminal case was initiated on the basis of materials of the FSB Directorate of Russia for Khakassia.

According to the investigation, from August 2017 to September 2025 the citizens created and carried out the activities of the banned organisation “Jehovah’s Witnesses.” The defendants disseminated its ideology in the settlements of Maina, Cheryomushki and the village of Sizaya. The group attracted more than 80 participants of the extremist organisation. They coordinated activities aimed at involving new persons. In addition, the accused maintained contact with other representatives of the organisation located abroad.

The criminal case has been transferred to the prosecutor’s office.
